In view of the two (2) failed public bidding, the Philippine Science High School Cordillera Administrative Region Campus (PSHSCARC) and Bids and Awards Committee (BAC) invites suppliers to participate in the Negotiation for the Project, Site Development Phase 3 in accordance with Section 53.1 of the Implementing Rules and Regulations of Republic Act No. 9184, otherwise known as the “Government Procurement Reform Act.” The approved budget for the project is Four Million Five Hundred Thousand Pesos (PhP4,500,000.00).
The Negotiation Documents which include the Terms of Reference for the subject procurement are available for download at the websites of PhilGEPS https://philgeps.gov.ph and PSHSCARC http://carc.pshs.edu.ph/.

The eligibility requirements for Design and Build Infrastructure projects shall comply with the applicable provisions of Sections 23-24 of the Revised Implementing Rules and Regulations of the Republic Act 9184, which include the following:
a) Registration certificate from the Securities and Exchange Commission (SEC), Department of Trade and Industry;
b) Mayor’s permit issued by the city or municipality where the principal place of business of the prospective bidder is located;
c) relevant statements of all on-going, completed, awarded but not yet started design/ design and build related contracts;
d) curriculum vitae of key staff, partners or principal officers;
e) valid licenses issued by the Professional Regulatory Commission (PRC) for design professionals in accordance with the provision under Section 24.7.1 (Technical Documents) of the Revised Implementing Rules and Regulations of the Republic Act 9184;
f) valid Philippine Contractors Accreditation Board (PCAB) license and registration for the type and cost of the contract for this Project;
g) electronic receipt of the latest audited financial statements;
h) NFCC computation or CLC;
i) Omnibus Sworn Statement;
j) Bid Security which shall include Bid Securing Declaration and at least one (1) of the following form:
- 2% of the ABC, if cash or cashier’s/manager’s check, bank draft/ guarantee or irrevocable letter of credit issued by a Universal or Commercial bank;
- 5% of the ABC, if surety bond with certification from Insurance Commission that such insurance company is authorized to issue such security.
k) Authority of the Representative; and
l) Certification of PhilGEPS Registration
The eligibility of design and build contractors shall be based on the legal, technical and financial requirements abovementioned. In the technical requirements, the design and build contractor (as solo or in joint venture/consortia) should be able to comply with the experience requirement under the IRR of RA 9184, where one of the parties (in joint
venture/consortia) should have at least one similar project, both in design and construction, with at least 50% of the cost of the ABC.
In the submission of bids, the first envelope (Technical Proposal) shall contain all the required documents for infrastructure projects under Section 25.3 (b) of the IRR of RA 9184 and the additional documents in accordance with the Terms of Reference provided (e.g. Conceptual Design Plans, Design and Construction Methods, etc.)
The second envelope (Financial Proposal) shall contain all the required documents for infrastructure projects and the following additional documents:
a) Lump sum bid prices, which shall include the detailed engineering cost, in the prescribed Bid Form;
b) Detailed estimates including a summary sheet indicating the unit prices of construction materials, labor rates and equipment rentals used in coming up with the bid; and
c) Cash flow by the quarter and payments schedule.
The Eligibility, Technical Documents and Technical Proposal as well as Financial Proposal shall be submitted on or before April 17, 2015; 10:00 AM at the PSHS CARC Conference Room, Purok 12 Lime Kiln, Irisan, Baguio City through the BAC Secretariat.
Submission and opening of bids as well as presentation of the conceptual design will be on April 17, 2015; 10:00 AM. at the PSHS CARC Conference Room, Purok 12 Lime Kiln, Irisan, Baguio City.
